The Health Insurance Assistance Program (HIAP) helps people living with HIV find, understand, and use health coverage that supports their care, their needs, and their future.

We meet you where you are and walk with you through every step of the process. Our team can help you:

Understand your options

We explain health insurance in clear, simple language so you can make informed decisions.

Apply for coverage and programs

We assist with applications for:

  • Health insurance plans (including the NYS Marketplace)
  • AIDS Drug Assistance Program (ADAP)
  • ADAP Plus Insurance Continuation (APIC), which may help cover premiums

Gather required documents

We work with providers and agencies to help you get what you need for applications.

Advocate on your behalf

If issues come up with your insurance, we can help resolve them.

Stay connected to care

We provide follow-up after enrollment to ensure your benefits are working and your needs are met.

Make sure your coverage works for you

Review your goals on a timely basis to make sure you are on track with a focus on prevention methods to help avoid emergency rooms or hospital visits.

Connect you to other supports

We can refer you to additional services like case management, housing, and treatment programs.

What coverage may include

Depending on eligibility and enrollment, coverage may include:

  • Primary and specialty care visits
  • Prescription medications (including HIV-related medications)
  • Mental health services
  • Dental care
  • Lab testing, including viral load and CD-4 tests
  • Nutritional counseling

Who is eligible?

You may be eligible for HIAP if you are:

Living with HIV/AIDS

A New York State resident

Uninsured or underinsured

Having difficulty accessing or affording health coverage or medications

What you need to apply

To begin the process, you will be asked to provide:

Proof of New York State residency

Proof of income

Insurance information (if you have or had coverage)

Documentation of HIV status

If you don't have everything ready, that's okay. We can help you gather what you need.
