Kim Atkins

Executive Director

Kim Atkins is a cultural anthropologist whose first experience in public health was at a community family planning agency in NYC during the early 1990s when women of color were being infected with HIV and had nowhere to go for care.  Over a four-year period, CFPC and Kim built a comprehensive HIV program including testing, primary care, mental health, case management, and supportive services for over 1,000 individuals living with HIV.

When Kim became a Deputy Executive Director at the AIDS Service Center NYC in 2006, he led an expansion of services with CDC, SAMHSA, and increased case management funding.

Kim moved to the Capital Region in 2013 when he became CEO for Planned Parenthood Mohawk Hudson and joined the Alliance as Executive Director in 2021.

Diana Aguglia

Deputy Executive Director

Diana Aguglia has been with AFPH since 2000 and is currently the Deputy Executive Director.  She oversees daily operations, including program services, grants management, data management, and quality improvement. She provides direct oversight to all AFPH grant-funded programs and services provided in eighteen counties.

During her time with the agency, she has managed the Criminal Justice Initiative services and Harm Reduction programs. Diana has served on several state-wide advisory groups, including Hepatitis C Elimination, Buprenorphine Advisory Group, Buprenorphine in Emergency Departments subcommittee, Buprenorphine in Corrections subcommittee, and End the Epidemic: Drug User Health. She also serves on local coalitions working to combat the opioid crisis and improve health outcomes in our communities.

Quinn Lee

Director of Program Services

Quinn is a servant leader. She has a background in community engagement and Human Services, focusing on harm reduction and trauma-informed care—a unique understanding of public policy and the intersections with underserved communities.

Well known for her tenacity and willingness to get the job done, she believes in professionalism and the respect of treating others as she would want to be treated. She focuses her team on success through honest effort and holds everyone to an equitable level of accountability.

Above all else, she places the needs of our clients first and believes in delivering services that are person-centered and cause no harm.

Denise Dupigny

Assistant Director of Program Services

Denise has been with the Alliance for 10 years, starting as a Health Home Care Coordinator. She previously worked for non-profit agencies in Salt Lake City and San Francisco. Helping people see and reach their greatest potential is her passion.

Teamwork is an important factor for Denise. She believes that through teamwork all is possible. When she isn't working she can usually be found with her family. “I am a part of a large family and when we get together it’s the most beautiful thing.”

Vanessa Cappon

Assistant Director of Program Services

Vanessa Cappon joined the Alliance for Positive Health in 2018 as a Corrections Health Specialist and has since taken on a variety of roles within the organization. Her dedication and leadership eventually led her to her current position as Assistant Director of Program Services, where she supports multiple grants and initiatives.

Originally from Rochester, NY, Vanessa moved to Plattsburgh in 2010 and later graduated from SUNY Plattsburgh with a degree in Human Services and Gender and Women’s Studies. In her early twenties, she lived in Arusha, Tanzania, working in various Maasai villages to provide education on HIV/AIDS, risk reduction, and bio-intensive agriculture—helping communities make the most of their available resources while honoring cultural differences.

In 2024, Vanessa welcomed her first daughter, Remi—her pride, joy, and proof that women can truly accomplish anything, even on limited sleep. Her ultimate goal is to remain as client-centered as possible, approaching each day with enthusiasm for new challenges and a genuine eagerness to learn and grow along the journey.

Mary Hazel Morelock

Assistant Director of Program Services

Mary Hazel Morelock is an Assistant Director of Program Services overseeing various Ryan White Part B funded services; including our People Aging with HIV grant (PAWH), Ryan White Supportive Services, Benefits Counseling, and our Health Insurance Access Program. Mary earned her BA in Psychology, Cum Laude and with Program Honors from Russell Sage College in Troy, NY.

Mary has been with Alliance for Positive Health for 11 years and started her career with the agency as a Health Home Care Manager. Previous to joining the agency, Mary worked in an OMH funded community residence for those with severe and persistent mental illness.

Her passion for helping others dealing with serious illness comes from her own mother, who battled metastatic breast cancer and struggled to navigate the complex medical care system.
